I regard the new system of audit, to which the Combe of me Sommail objected (see Encl. 3. para page and Encl. 5, last page) against which the Unofficial members cogently voted reasons are given, but it might be well to say, in the course of the reply, that the recent discovery of serious defalcations shows the need for efficient audit, and Lord Knutsford believes that the system lately introduced is the best, but that it has not yet had a fair trial, & when it has, he does not doubt that, as long as in other colonies, it will be satisfactory.
